Roeland Neelissen graduated in 1993 from Delft University of Technology with a degree in Physics. In 1994 he joined Royal Boskalis Westminsters as Research Engineer. In 1997 he was assigned to the Building Team of the Multi-Purpose Pontoon, especially responsible for the development, installation and evaluation of the survey equipment.
